The internet is widely used for health information and support, often by vulnerable people. Internet-based research raises both familiar and new ethical problems for researchers and ethics committees. While guidelines for internet-based research are available, it is unclear to what extent ethics committees use these. Experience of gaining research ethics approval for a UK study (SharpTalk), involving internet-based discussion groups with young people who self-harm and health professionals is described. During ethical review, unsurprisingly, concerns were raised about the vulnerability of (...) potential participants. These were dominated by the issue of anonymity, which also affected participant safety and consent. These ethical problems are discussed, and our solutions, which included: participant usernames specific to the study, a closed website, private messaging facilities, a direct contact email to researchers, information about forum rules displayed on the website, a ‘report’ button for participants, links to online support, and a discussion room for forum moderators. This experience with SharpTalk suggests that an approach to ethics, which recognises the relational aspects of research with vulnerable people, is particularly useful for internet-based health research. The solutions presented here can act as guidance for researchers developing proposals and for ethics committees reviewing them. (shrink)

It is proposed that the Darwinian theoretical approach and account of living systems has not yet been clearly given. A first approximation to this is attempted, focussing on behavior in evolving environments. A theoretical terminology is defined emphasizing the mutuality of organism and environment and the existence of biologically theoretical entities.

Hintikka has criticized psychologists for "hasty epistemologizing," which he takes to be an unwarranted transfer of ideas from psychology (a discipline dealing with questions of fact) into epistemology (a discipline dealing with questions of method and theory). Hamlyn argues, following Hintikka, that Gibson's theory of perception is an example of such an inappropriate transfer, especially insofar as Hamlyn feels Gibson does not answer several important questions. However, Gibson's theory does answer the relevant questions, albeit in a new and radical way, (...) which suggests that the alleged distinction between psychology and epistemology is suspect. In fact, contrary to Hintikka and Hamlyn's claims, Gibson's theory of perception appears to be a valuable source of epistemological as well as psychological ideas. (shrink)

One recent priority of the U.S. government is developing autonomous robotic systems. The U.S. Army has funded research to design a metric of evil to support military commanders with ethical decision-making and, in the future, allow robotic military systems to make autonomous ethical judgments. We use this particular project as a case study for efforts that seek to frame morality in quantitative terms. We report preliminary results from this research, describing the assumptions and limitations of a program that assesses the (...) relative evil of two courses of action. We compare this program to other attempts to simulate ethical decision-making, assess possibilities for overcoming the trade-off between input simplification and output reliability, and discuss the responsibilities of users and designers in implementing such programs. We conclude by discussing the implications that this project highlights for the successes and challenges of developing automated mechanisms for ethical decision making. (shrink)

Amyotrophic lateral sclerosis (ALS) is a progressive degenerative disorder of motor neurones. Although the genetic basis of familial forms of ALS has been well explored, the molecular basis of sporadic ALS is less well understood. Recent evidence has linked sporadic ALS with the failure to edit key residues in ionotropic glutamate receptors, resulting in excessive influx of calcium ions into motor neurones which in turn triggers cell death. In 2022, the Camden Coalition Medical-Legal Partnership began providing civil and criminal legal services to substance use disorder patients at Cooper University Health Care’s Center for Healing. This paper discusses early findings from the program’s first year on the efficacy of the provision of criminal-legal representation, which is uncommon among MLPs and critical for this patient population. The paper concludes with takeaways for other programs providing legal services in an addiction medicine setting.

Competitive state anxiety is an integral feature of sports performance but despite its pervasiveness, there is still much debate concerning the measurement of the construct. Adopting a network approach that conceptualizes symptoms of a construct as paired associations, we proposed re-examining competitive state anxiety as a system of interacting components in a dataset of 485 competitive athletes from the United Kingdom. Following a process of data reduction, we estimated a network structure for 15 items from the modified Three Factor Anxiety (...) Inventory using the graphical LASSO algorithm. We then examined network connectivity using node predictability. Exploratory graph analysis was used to detect communities in the network and bridge expected influence calculated to estimate the influence of items from one community to items in other communities. The resultant network produced a range of node predictability values. Community detection analysis derived three communities that corresponded with previous research and several nodes were identified that bridged these communities. We conclude that network analysis is a useful tool to explore the competitive state anxiety response and we discuss how the results of our analysis might inform the assessment of the construct and how this assessment might inform interventions. Nishida Kitaro, originator of the Kyoto School and 'father of Japanese Philosophy' is usually viewed as an essentially apolitical thinker who underwent a 'turn' in the mid-1930s, becoming an ideologue of Japanese imperialism. Political Philosophy in Japan challenges the view that a neat distinction can be drawn between Nishida's apolitical 'pre-turn' writings and the apparently ideological tracts he produced during the war years. In the context of Japanese intellectual traditions, this book suggests that Nishida was a political thinker form the (...) very beginning of his career, and consequently, his later political works cannot be dismissed as peripheral to his philosophical project. Counter-intuitively however, Christopher Goto-Jones argues that a consistently political reading of his philosophy reveals a dissenting standpoint even during the height of the Pacific War. This book argues that the prevailing postwar tendency to dismiss interwar and wartime Japanese culture as fascist or ultra nationalist en total neglects a lively political discourse, which contained some serous and profound political insight and even dissent. By suggesting that Nishida tetsugaku was a voice of dissent during Japan's Great East Asia War, Goto-Jones presents a case for the rehabilitation of Nishida as a political thinker, and as an example of a Japanese resistance, able to make a valuable contribution to contemporary debates about international political, globalization , and inter-cultural relations. Offering a unique and potentially controversial view of the subject of Nishida and the Kyoto School, The Political Philosophy of Japan will be of huge interest to anyone studying Japanese History, Political Philosophy and comparative philosophy alike. Strides in the understanding of emotional development, as well as the present use of DS in developmental science, add significantly to the study of emotion. In the United Kingdom, there are moves to extend formal ethical review of research involving human subjects beyond the traditional oversight by NHS local or multi-centre research ethics committees of medical or clinical research, to also encompass all ‘non-clinical’ research involving human subjects. This paper describes and analyses the development and implementation of a model for ethical review within the university sector. At Cardiff University, a devolved or two-tiered system of ethics review has been created in which a top-level university (...) research ethics committee provides policy advice to and oversight of school-based research ethics committees that engage in formal ethics review of research conducted in their respective schools. We describe the system and reflect on the challenges and benefits of implementing such a coordinated and comprehensive university-wide system of ethics review. (shrink)

Background There has been debate on whether a global or unified field of bioethics exists. If bioethics is a unified global field, or at the very least a closely shared way of thinking, then we should expect bioethicists to behave the same way in their academic activities anywhere in the world. This paper investigates whether there is a 'global bioethics' in the sense of a unified academic community. Methods To address this question, we study the web-linking patterns of bioethics institutions, (...) the citation patterns of bioethics papers and the buying patterns of bioethics books. Results All three analyses indicate that there are geographical and institutional differences in the academic behavior of bioethicists and bioethics institutions. Conclusion These exploratory studies support the position that there is no unified global field of bioethics. This is a problem if the only reason is parochialism. But these regional differences are probably of less concern if one notices that bioethics comes in many not always mutually understandable dialects. (shrink)

The Bermuda Principles for DNA sequence data sharing are an enduring legacy of the Human Genome Project. They were adopted by the HGP at a strategy meeting in Bermuda in February of 1996 and implemented in formal policies by early 1998, mandating daily release of HGP-funded DNA sequences into the public domain. The idea of daily sharing, we argue, emanated directly from strategies for large, goal-directed molecular biology projects first tested within the “community” of C. elegans researchers, and were introduced (...) and defended for the HGP by the nematode biologists John Sulston and Robert Waterston. In the C. elegans community, and subsequently in the HGP, daily sharing served the pragmatic goals of quality control and project coordination. Yet in the HGP human genome, we also argue, the Bermuda Principles addressed concerns about gene patents impeding scientific advancement, and were aspirational and flexible in implementation and justification. They endured as an archetype for how rapid data sharing could be realized and rationalized, and permitted adaptation to the needs of various scientific communities. Yet in addition to the support of Sulston and Waterston, their adoption also depended on the clout of administrators at the US National Institutes of Health and the UK nonprofit charity the Wellcome Trust, which together funded 90% of the HGP human sequencing effort. The other nations wishing to remain in the HGP consortium had to accommodate to the Bermuda Principles, requiring exceptions from incompatible existing or pending data access policies for publicly funded research in Germany, Japan, and France. We begin this story in 1963, with the biologist Sydney Brenner’s proposal for a nematode research program at the Laboratory of Molecular Biology at the University of Cambridge. We continue through 2003, with the completion of the HGP human reference genome, and conclude with observations about policy and the historiography of molecular biology. (shrink)

In this article, focusing on the building blocks of art with its concomitant role and meaning, we commence with a brief evolutionary overview of the origin of land vertebrates, which culminated in the rise of our species as we view it. We then review three iconic phases of human evolution, colloquially designated as the Neanderthals, the San and the Cro-Magnons, as manifested by their artistic endeavours. We are well aware that the Cro-Magnons are currently regarded as not sufficiently distinct from (...) modern Homo sapiens to be separately designated. Therefore, the terms ‘anatomically modern humans’ or ‘early modern humans’ are suggested for these inhabitants of the Upper Palaeolithic as they shared an anatomical resemblance with us but still lacked the full complement of behavioural attributes that typify ourselves. This particular selection was chosen because these groups have partially overlapped historically, yet each represents a distinctive approach to the artistic impulse. Subsequently, we consider more contemporary developments regarding human art intertwined with our interpretation of art’s role and meaning. Then, we briefly discuss a broader account of the evolution of art in which these three phases are firmly based and through which our understanding of and engagement with the evolutionary development of these stages are elucidated and complemented. In conclusion, particular views about language and the role and meaning of art are confirmed. This paper proposes a new organizational metaphor, the ‘Biophilic Organization’, which aims to counter the bio-cultural disconnection of many organizations despite their espoused commitment to sustainability. This conceptual research draws on multiple disciplines such as evolutionary psychology and architecture to not only develop a diverse bio-cultural connection but to show how this connection tackles sustainability, in a holistic and systemic sense. Moreover, the paper takes an integrative view of sustainability, which effectively means that it embraces the different emergent tensions. Three (...) specific tensions are explored: efficiency versus resilience, organizational versus personal agendas and isomorphism versus institutional change. In order to illustrate how the Biophilic Organization could potentially provide a synthesis strategy for such tensions, healthcare examples are drawn from the emerging fields of Biophilic Design in Singapore and Generative Design in the U.S.A. Finally, an example is provided which highlights how a Taoist cultural context has impacted on a business leader in China, to illustrative the significance of a transcendent belief system to such a bio-cultural narrative. The origins of philosophy of education as a discipline are relatively late, and can be traced in the Anglo-American academic world from the 1960s and a specific emphasis on conceptual problems deriving from the analytical tradition of philosophy. In more recent years, however, there has been a notable ‘Continentalist’ turn in the discipline, leading to a re-evaluation of key texts and philosophers from the French and German traditions and their relation to the discourse of education. One paradigmatic example here is (...) the work of the French postmodernist thinker Jean-Francois Lyotard. In this essay, I explore how Lyotard’s powerful critique of education in his early work, especially with regard to his influence on the May ‘68 events at Nanterre University, can be seen as crucially important, now again, to a current crisis in educational philosophy in the Western world. Moreover, Lyotard’s post-’68 work, with his paradigmatic The Postmodern Condition: A Report on Knowledge as especially important, can be seen as providing a very challenging riposte to both ‘managerialist’ and instrumentalist philosophies on the one side but also to overly simplistic ‘liberatory’ educational critiques on the other side. The aim is to prompt discussion of what teaching might become if psychological insights (about collective minds let loose to learn) are associated with every realm of higher education (not just (...) teacher training). Goto-JonesWords can be tricky things; their significance is often found in unexpected places. The word 'utopia,' for example, is usually considered to have originated in the early sixteenth century in Louvain when Thomas More fused two Greek words (ou, 'not,' and topos, 'place'). The result was a new, Greek-sounding compound, utopia, translatable as (...) 'Noplace.' Apparently, it was a small, newly discovered island where people did things differently from Europeans. By a happy coincidence, utopia was almost homophonous with another Greek compound, eutopia, which might be translated as 'Happyplace.' The word has come to be used to describe models of nonexistent societies that are imagined to be better than the ones in which we live.In his stimulating, thorough, and carefully crafted review of my recent book, Political Philosophy in Japan: Nishida, the Kyoto School, and Co-Prosperity, Christian [End Page 482] Uhl makes a great deal of my claim that Nishida's political project was utopian. He also takes issue with my characterization of Nishida as a political idealist. In the interests of clarification and in the spirit of engaged debate, I think that it is important to consider what these important (and often complicated) terms mean. In particular, the idea that 'idealist' and 'utopian' are coterminous should not be allowed to stand unchallenged. In a related way, it may be helpful to clarify what is meant by 'realist' in political thought, since Uhl claims that, far from being an idealist, Nishida was actually a realist "in a very fundamental sense of the word."Uhl is quite right to observe that I identify Nishida's political scheme as utopian in the sense that he provides a model of an ideal society as a means of demonstrating the problems in the society in which he lived.1 However, when it comes to the effectiveness of Nishida's utopian vision qua dissent in wartime Japan (or simply qua practice), the key problem slides from being utopianism itself to idealism. A utopia is an ideal society; the method required to realize that society is not necessarily part of the vision itself, although it may be implied in the structure. Consider a socialist utopia: for Marx, the road to this perfect society was paved by historical materialism; for a number of other socialists (including many Japanese socialists), the route to a broadly similar society was defined in humanist or even idealist terms. In a rather casual sense we might label the later Marx a realist and, say, Kawakami Hajime as an idealist. Nishida's utopia is no simpler,2 although it does, in fact, contain a sense of process: it is defined as a type of self-realization and it is premised upon an underlying faith in the power of the mind to transform both the self and the everyday world.I would contend that Nishida was an idealist (a thinker who works on the principle that the reality in which we live is somehow mind-correlative), although not a simple idealist, and also a political utopian. A number of his students, for example Nishitani and Kōyama, broadly shared their mentor's goals but differed in their construction of the paths to them. The quotation from Nishitani that Uhl selects reveals this clearly: he argues that if we do not "have both feet firmly grounded in the consciousness of the past as well as in the practice of the present, any idea will remain a mere concept, a utopian ideal."3 Nishitani is not taking issue with the utopia; he is challenging the process appropriate to its realization. He argues (in common with many of the other second-generation members of the Kyoto School) that an idealist philosophy that pays no attention to the significance of history can offer no blueprints for the achievement of its ideals in reality. The implied challenge to Nishida's thought here is to his understanding of the forces of historical change: idealist self-power (jiriki) is laid bare as ahistorical and inadequate as an engine for social change. Complexity science has witnessed a number of advances since the publication of Jervis's System Effects. These advances better allow us to untangle the messy elements in a system and predict sets of likely outcomes. However, just because a system is complex doesn't mean that all the ideas relating to complexity—such as agent-based modeling, path dependency, tipping points, between-class versus within-class effects, and networks—are necessarily relevant. One of our tasks is to determine whether they are—and, if so, their implications. As examples, (...) we use China's role in the formation of the United States housing bubble; the federal government's bailout of AIG and Bear Stearns but not Lehman Brothers; and China's failure to experience a regime change such as the Middle East's Arab Spring. In this study, we analyse the public perception of military AI in Estonia, a techno-optimistic country with high support for science and technology. This study involved quantitative survey data from 2021 on the public’s attitudes towards AI-based technology in general, and AI in developing and using weaponised unmanned ground systems (UGS) in particular. UGS are a technology that has been tested in militaries in recent years with the expectation of increasing effectiveness and saving manpower in dangerous military tasks. However, developing (...) weaponised systems often raises questions about their safety and accountability. While there have been public debates about the possible outcomes of AI-based civilian technologies like self-driving cars, equivalent discussions have not been held about military technologies. A discourse on potentially sensitive technologies can diminish biased representations and the distribution of worst-case scenarios. The results of this study reveal that an overall positive attitude towards AI-driven technologies is related to a positive perception of military AI systems. However, trustworthiness and human control are the main aspects that are expected from military technologies. (shrink)

A central theme in the scholarly literature on Enlightenment Europe concerns the increased focus on the role of reason in the development of European thought, especially in the development of the new science by the natural philosophers. As a consequence, there is a tendency in both philosophical scholarship and teaching to bind philosophy and science tightly together. While there is certainly much that is correct in this approach, one motivation for pluralizing philosophy’s past is that this story leaves out a (...) great deal that is important in Enlightenment views of reason. We argue, using as an example the work of figures like Margaret Cavendish, that reason was significantly broader in scope—and that developments in science were paralleled by equally important advances in music, art, literature, medicine, philosophy, and other areas. In recognizing the lack of a sharp boundary between these areas, an inclusive canon of Enlightenment philosophy gives us this richer notion of reason. Integrating figures such as Cavendish into the canon helps us to see that the narrow focus on the scientific version of reason within Enlightenment scholarship creates a false distinction between science and the humanities and misses out on the humanistic ends for which we engage in philosophy. This paper examines recent developments in U.K. utility regulation from a business ethics perspective. The regulatory framework that facilitated privatisation of the utility companies has foundations based upon free market principles involving a transfer from regulation to competitive markets wherever possible. Where competition is not feasible, continuing economic regulation is relied upon, designed to mirror the competitive market to induce, through comparative competition and the price capping mechanism, incentives for greater efficiency. The New Labour Government, having fundamentally reviewed this framework (...) when it came to office, has surprisingly endorsed its basic tenets. However, it wishes to superimpose social responsibility regulations designed to achieve social policy rather than economic objectives. This interventionist approach is in itself in conflict with the free market inspired regulatory framework but additionally, the imposition of social policy objectives creates fundamental ambiguities within the framework for the key stakeholders. The paper concludes that the Government''s policy, by eliciting stakeholder confusion and perverse behaviour, could be counter-productive but that ethical theories and frameworks can contribute to thinking in this vital area of the economy. Teaching (CST), or Catholic social doctrine, has been reinforced on the magisterial level by the commemorations of the encyclical by Pius XI, Paul VI, and John Paul II. It should be noted, then, that the tradition of CST is comparatively recent. Indeed, it is nearly coextensive with the twentieth-century. Nevertheless, this short tradition already calls for a ressourcement. As Russell Hittinger has pointed out, reflections on CST often move swiftly to the particulars of social issues without an adequate grasp even of its basic concepts: subsidiarity, solidarity, the common good, and the dignity of the person. Further, historical [End Page 1101] developments have had dramatic impact upon the ways in which these principles have been received and developed in the course of this young tradition.In his book Social Justice and Subsidiarity: Luigi Taparelli and the Origins of Modern Catholic Social Thought, Thomas C. Behr provides a major contribution to just such a ressourcement. He does this by presenting an introduction to the thought of the Jesuit scholar whose revival of Thomistic thought in a modern register formed the basis for Leonine social teaching. As Behr explains, Taparelli has remained a somewhat hidden figure in accounts of the genesis and development of CST. He goes unmentioned in the major social encyclicals of Leo and Pius, despite the fact that Leo himself was Taparelli's student. Because of his rhetorically and philosophically potent critique of Enlightenment thought and its effect on mid-nineteenth-century Europe, available to a popular audience through his frequent contributions to the Jesuit periodical La Civiltà Cattolica, Taparelli's name carried baggage for a Church that sought to move beyond the posture of reaction to liberal political orders.However, as Behr shows in the introduction, Taparelli hardly rejected the methods and insights of modern political thought tout court. Behr describes Taparelli's system as a "realist social science." This terminology speaks to the promise which Taparelli found in the sociological analysis of Montesquieu in particular. Though Taparelli judged that Montesquieu held a questionable preference for a republican political form, he greatly admired Montesquieu's ability to, as Behr puts it, "bring political theory into relationship with social theory and historical contingency" (8). Though Taparelli was not familiar with the work of Alexis De Tocqueville, Behr also notes the resonances between Taparelli's work and Tocqueville's political sociology and defense of "intermediary institutions." Yet Taparelli makes up for what the sociological approaches of Montesquieu and Tocqueville lack in the way of natural, teleological principles of politics. Behr alerts the reader from the very beginning of his work that, in approaching Taparelli, he will not find a simple recapitulation of Thomas, but rather a creative approach to political thought which aims to set what is worthy in the modern empirical methodologies on firmer foundations through the recovery of Thomistic-Aristotelian principles.In chapter 1, "Taparelli and the Age of Ideology," Behr situates Taparelli within the political conflicts of the early nineteenth century. Behr sets the scene for Taparelli's renovated Scholasticism by explaining the opposition between Catholic traditionalism (represented especially by Joseph De Maistre and Donoso Cortés) and Catholic liberalism (represented especially by Henri Dominique Lacordaire and his more radical associate Felicité de Lammenais).
